If you encounter a problem that appears to be a bug, please

enough detail for the team to understand and reproduce the problem.

An enhancement request should be opened as an
`Enhancement Discussion <https://github.com/NOAA-EPIC/EAGLE/discussions/new?category=enhancement-discussion>`_
instead of an issue. This gives maintainers and users space to discuss scope,
design options, and acceptance criteria before implementation work begins.
